1. Hugo Strange – Mastermind of Arkham City, knows Batman’s secret identity, and is preparing a mysterious plan called Protocol 10.
2. Joker – Dying from Titan poisoning (a consequence of the first game), and willing to take Gotham with him.

1. Bruce Wayne Arrested

• Bruce Wayne publicly opposes Arkham City.
• Hugo Strange has him arrested and thrown into the prison city.
